Fast track process and Phase II enhancement

The U.S. Department of Defense’s (DoD’s) Small Business Innovation Research (SBIR) program has a streamlined Fast Track process for SBIR projects that attract matching cash from an outside investor for the Phase II effort (as well as for the interim effort between Phases I and II). The purpose is to focus SBIR funding on projects that are most likely to be developed into viable new products that the DoD and others will buy and thereby will make a major contribution to U.S. military and economic capabilities.

To further encourage the transition of SBIR research into DoD acquisition programs as well as the private sector, each DoD Component (such as the Army and Navy) has its own Phase II enhancement policy. Under this policy, the component will provide a Phase II awardee with additional Phase II SBIR funding if the company can match the additional SBIR funds with non-SBIR funds from DoD acquisition programs or the private sector.

About Dr. Everson

Prior to forming this SBIR consultant practice, Dr. Jeffrey Everson was director of business development for QinetiQ North America’s Technology Solutions Group (previously Foster-Miller, Inc.).

Dr. Everson has won and been the principal investigator for several SBIR programs, including a Phase I program for NASA, a Phase I project for the U.S. Air Force, and Phase I and II contracts from the U.S. Department of Transportation. For the Phase II program, he received a Tibbetts Award for exemplifying the best in SBIR achievement.

Previously Dr. Everson held senior scientist positions at Battelle Memorial Institute, The Analytic Sciences Corporation (TASC), Honeywell Electro Optics Systems Division, and Itek Optical Systems Division.

He holds a PhD in physics from Boston College and a MS/BS in physics from Northeastern University.
